Registering to Vote1. Who Is Eligible To Register To Vote. To register to vote in Missouri, you must be:
a. A U.S. citizen.
b. A Missouri resident.
c. At least 17-1/2 years of age (18 to vote).
2. Who Is NOT Eligible to Register And/Or Vote. A person who has been adjudged to be incapacitated by a court of law is not entitled to register to vote. In addition, no person may vote:
a. While confined under a sentence of imprisonment.
b. While on probation/parole after conviction of a felony until finally discharged.
c. After conviction of a felony or misdemeanor connected with the right of suffrage.
3. Where To Register To Vote. In order to vote in Missouri, you must be registered with the election authority in the county in which you reside. In the City of St. Louis, the election authority is the:

a. Department of Revenue, Division of Motor Vehicles, Office.
b. Health and Social Services Office.
c. Public library.
d. School or other tax-supported public agency that has a Deputy Registrar on site.
An eligible resident may also complete a Voter Registration Application on line at the Secretary of State’s website, print, date and sign it, and mail it to the Election Board. NOTE: Submitting a Voter Registration Application by mail or to an individual other than the Election Board does not insure timely voter registration. If you are unsure about the status of your voter registration, contact the Election Board. 5. Identification Required To Register To Vote. When registering to vote in person, an applicant “shall identify himself or herself by presenting a copy of a birth certificate, a Native American tribal document, other proof of United States citizenship, a valid Missouri drivers license or other form of personal identification . . .” RSMO Section 115.135.2. Such “other form of personal identification” would include a current photo ID, utility bill, bank statement, government check, paycheck or other government document that shows the applicant’s name and address.
If a first-time registrant submits a Voter Registration Application by mail, the applicant should also provide a copy of a current valid PHOTO identification. RSMO Section 115.155.1. If the applicant fails to do so, he/she will be required to present additional identification when voting for the first time, such as a birth certification, a Native American tribal document, other proof of U.S. citizenship, a valid Missouri drivers license, or some other form of personal identification – e.g., a current or valid photo ID or a current utility bill, bank statement, government check, paycheck or other government document that shows the applicant’s name AND address. 6. When To Register To Vote. A person who is qualified to register to vote may do so at any time. In order to vote in a particular election, however, a person must be registered in the jurisdiction in which he/she resides by 5:00 P.M. (or the normal closing time of any public building in which voter registration occurs) on the fourth Wednesday prior to that election.
7. Confirmation of Registration. Within seven business days after receiving a Voter Registration Application, the Election Board will send the applicant a notice confirming his/her registration. If you do not receive such a confirmation notice, please contact the Election Board.
